WHO WE ARE
I Quote Plus Inc., doing business as Online Health Exchange (“Online Health Exchange,” “we,” “us,” or “our”), is an independent insurance agency. This Privacy Policy explains how we collect, use, disclose, retain, and protect personal information through OnlineHealthExchange.com, online forms and advertisements, lead forms, appointment requests, email, telephone, text messages, and insurance-assistance services.
Online Health Exchange is not the Health Insurance Marketplace, HealthCare.gov, Medicare, CMS, or another government agency. Government agencies, insurance carriers, health plans, and third-party platforms have their own privacy notices that govern their handling of information.
INFORMATION WE COLLECT
Depending on how you interact with us, we may collect:
• Contact and identifying information, such as your name, email address, telephone number, mailing address, state, ZIP code, and preferred method of contact.
• Insurance-assistance information, such as age or date of birth, household information, estimated income, employment information, current coverage, tobacco-use information, plan preferences, and health or medical information when relevant to a quote, application, underwriting, enrollment, or service request.
• Marketplace or enrollment information that you authorize us to collect or access while assisting with eligibility, advance payments of the premium tax credit, cost-sharing reductions, plan selection, enrollment, renewals, application updates, appeals, or related services.
• Communications and records, including messages, appointment requests, call notes, consent records, application-review confirmations, and customer-service history.
• Payment or billing information submitted directly to an insurer, health plan, payment processor, or enrollment platform. We generally do not ask you to send full payment-card or bank-account information through our general contact forms or ordinary email.
• Website and device information, such as Internet Protocol address, browser and device type, operating system, referring page, pages viewed, dates and times of visits, approximate location, cookie identifiers, and interactions with our website or advertising.
• Information from third parties, including insurance carriers, quoting and enrollment platforms, HealthCare.gov or another Marketplace when authorized, referral sources, Wix, scheduling tools, Meta/Facebook or Instagram lead forms, Google services, analytics providers, and advertising or communication platforms.
PLEASE DO NOT SEND HIGHLY SENSITIVE INFORMATION THROUGH GENERAL FORMS OR EMAIL
Do not send Social Security numbers, HealthCare.gov usernames or passwords, full payment-card or bank-account information, immigration documents, or detailed medical records through a general website form, text message, or ordinary email. If sensitive information is needed, we will direct you to an appropriate process. Only you or your legally authorized representative should create or enter credentials for your HealthCare.gov account.
HOW WE USE INFORMATION
We may use personal information to:
• Respond to questions and appointment requests;
• Provide insurance quotes, comparisons, education, and customer service;
• Assist, with authorization, with applications, eligibility, APTC or CSR determinations, plan selection, enrollment, renewals, changes, appeals, and carrier communications;
• Verify and document consumer consent and application-review requirements;
• Communicate about requested services, deadlines, renewals, and coverage;
• Send marketing communications where permitted by law and consistent with your choices;
• Maintain required business, licensing, compliance, consent, and transaction records;
• Operate, secure, troubleshoot, analyze, and improve our website and services;
• Prevent fraud, misuse, unauthorized activity, or security incidents; and
• Comply with legal, regulatory, carrier, Marketplace, and contractual obligations.
Providing information is generally voluntary. If you do not provide information needed for a particular service, we may be unable to prepare a quote, determine potential eligibility, assist with an application or enrollment, or respond fully to your request.
MARKETPLACE PRIVACY NOTICE AND CONSUMER CONSENT
When you ask us to assist with a Health Insurance Marketplace application or enrollment, information you provide may be submitted to the Centers for Medicare & Medicaid Services (CMS), a federal agency, and maintained in a federal System of Records. Marketplace information is collected, used, and disclosed only as reasonably necessary for authorized Marketplace assistance and related legal or regulatory responsibilities, consistent with applicable CMS agreements and 45 C.F.R. §§ 155.220 and 155.260.
Before assisting with a Marketplace eligibility application, application update, or enrollment transaction, we obtain and document consumer consent and the consumer’s review and confirmation of application information as required. A general inquiry, appointment request, or contact-form submission does not enroll you in a plan and does not by itself authorize an enrollment or application change.
If Marketplace information would be used or disclosed for a purpose outside authorized Marketplace functions, additional informed consent may be required. You may revoke consent for future assistance or non-required uses, subject to records we must retain under applicable law or CMS requirements.
HOW WE DISCLOSE INFORMATION
We may disclose information, as reasonably necessary, to:
• Insurance carriers, health plans, general agencies, quoting systems, enrollment platforms, and payment processors;
• CMS, HealthCare.gov, a state Marketplace, Medicaid or CHIP agencies, and other government entities when authorized or required;
• Service providers that support hosting, website forms, scheduling, email, communications, customer management, analytics, advertising, security, and recordkeeping;
• Professional advisers, auditors, regulators, licensing authorities, law enforcement, courts, or other parties when required or reasonably necessary to protect rights, safety, security, or legal interests; and
• A successor or related party in connection with a merger, acquisition, financing, reorganization, or transfer of business assets, subject to applicable law.
We do not sell personal information for money. We may use analytics and advertising services that receive device or online-activity information through cookies or similar technologies. Depending on applicable law, this activity may be considered targeted advertising or a form of data sharing. We do not use Marketplace application information for targeted advertising.
COOKIES, ANALYTICS, AND ADVERTISING
Our website and service providers may use cookies, pixels, tags, local storage, and similar technologies for essential functions, security, preferences, analytics, and advertising measurement. You can control many cookies through browser settings and any cookie controls made available on the site. Disabling cookies may affect website functionality. Third parties process information under their own privacy policies and controls.
DATA RETENTION
We retain information only for as long as reasonably necessary for the purposes described in this Policy and to meet legal, regulatory, insurance, tax, licensing, contractual, dispute-resolution, and recordkeeping obligations. When applicable, documentation of Marketplace consumer consent and application review may be retained for at least 10 years as required by CMS. Other retention periods vary by the type of record and the reason it was collected. We may securely delete or deidentify information when it is no longer required.
SECURITY
We use reasonable administrative, technical, and physical safeguards appropriate to the nature of the information we handle. However, no website, email, text message, storage system, or Internet transmission can be guaranteed completely secure. Use the secure process we identify when sensitive information is required, and notify us promptly if you believe information has been sent to us in error or used without authorization.
YOUR PRIVACY CHOICES AND RIGHTS
Depending on where you live and applicable law, you may have the right to:
• Confirm whether we process your personal information and request access to it;
• Correct inaccurate information;
• Request deletion of certain information;
• Request a portable copy of information you provided;
• Opt out of targeted advertising, the sale of personal information, or certain profiling;
• Withdraw consent for future processing where processing is based on consent; and
• Exercise privacy rights without unlawful discrimination.
These rights may be subject to exceptions, including records we must maintain for legal, regulatory, fraud-prevention, carrier, CMS, or contractual purposes. We may need to verify your identity and authority before completing a request.

If we deny a request, you may appeal by emailing the same address with “Privacy Appeal” in the subject line. Texas residents may also contact the Texas Attorney General regarding rights available under the Texas Data Privacy and Security Act.
You may unsubscribe from marketing emails using an unsubscribe link, and you may ask us to stop marketing calls or texts. Opting out of marketing does not prevent service, transactional, regulatory, or legally required communications.
THIRD-PARTY SITES AND SERVICES
Our website may link to or integrate with Wix, HealthCare.gov, CMS, insurance carriers, enrollment or quoting platforms, scheduling services, social media, and other third parties. We do not control their privacy or security practices. Review the privacy notice of each third party before providing information. Carrier, health-plan, Marketplace, and government privacy notices apply to their handling of information and may provide additional rights.
CHILDREN’S PRIVACY
Our website and services are not directed to children under 13, and we do not knowingly collect personal information directly from a child under 13 without authorization from a parent or legal guardian. If you believe a child has provided information improperly, contact us so we can address it.
CHANGES TO THIS POLICY
We may update this Policy to reflect changes in our practices, services, technology, or legal obligations. The revised Policy will be posted on this page with a new “Last updated” date. Material changes may be communicated through additional notice when appropriate.
